Here's a PDF copy of Art Acevedo's presentation to City Council yesterday on our current solicitation laws. My two cents (spare change joke – get it?) is that the controversial stuff starts on page 17, when we get into traffic accidents and fatalities on the roadway. While several of the people hit and or killed have previous solicitation arrests, it can't be proved that they were panhandling in the street at the time of the accident.
Because, if you think about item, using dead homeless to advance a political agenda is pretty goddamn greasy.
