Digging Deeper on Bitcoin Mining

Dear Editor,
    Reading the Sept. 7 "ERCOT Paid Bitcoin Miner $31 Million to Conserve While Texans Sweat" story, my first thought was how is this being reported on as if it's just another story of interest. Unless I missed it, how is it that the Texas authorities are not busting down the door of this Rockdale extortion operation as we speak? I don't know the specific laws pertaining to bitcoin, but it seems to me to be akin to paying someone who (uninvited) made their way into your house and would not leave until you paid them big money to do so.
    Is there more to this story that involves authorities working hard, as we speak, to apprehend the Riot group to get Texans' money back AND for ERCOT to significantly increase their security operations in order to avoid another bitmining holdup (or worse)?!
