Bad Asphalt

On a trip from Round Rock to Austin today I traveled on a new section of the expanded MoPac Expressway around the area of 183 South. It was all fresh asphalt, freshly striped, and was the worst stretch of express highway I've ever been on. I presume it's finished. Is this being done on the cheap? I had expected concrete. The new roadway heaved in places, was bumpy, irregular, and looked shoddy. What will it be like in five or 10 years? I would like to hear I'm wrong, but given the mismanagement of local traffic issues, the odds are in my favor.
