Not Whitewater but Paula Jones Trial Tripped Up Clinton

Dear Editor, I enjoyed this analysis of the Constitution by Louis Black [“Page Two,” Dec. 8]. His final judgment about the slow pace of government equating to the proper workings of the Constitution is not a new one, but I also believe it to be correct. However, his recollection of the President Clinton impeachment is flawed. President Clinton was impeached for lying about Monica Lewinsky during the Paula Jones sexual-harassment trial, not during the Whitewater investigation. In fact, part of the plea agreement in that case was that the Whitewater prosecutors would not pursue criminal charges against the president for the same offense. The president was impeached for obstruction of justice against an American citizen in a civil case against himself.
