Austin City Council Place 3 incumbent Randi Shade can probably start packing up her things. Unless there is a huge Election Day turnaround, Kathie Tovo will be moving in. Early voting numbers have Tovo at 55% with 13,640 votes, Shade at 45% with 11,176. A 2,500-vote shift is a bit much to ask.
