Kathie Tovo pretty obviously had it wrapped up when she took almost 55% of the early vote in her City Council run-off challenge to Randi Shade. Any hope the incumbent had of an Election Day turnaround quickly faded, as Tovo’s numbers only improved: She took 58% of today’s ballots. Final numbers: Tovo 23,911 (56%), Shade 18,594 (44%).
