Among the exhibits to the congressional redistricting federal trial is a selection of memoranda, from Jim Ellis to U.S. House Majority Leader Tom DeLay, R-Sugar Land. They were submitted a trial exhibit by the Democratic plaintiffs, as explained in the document. Ellis is the executive director of the Americans for a Republican Majority political action committee (ARMPAC), and served as DeLay’s legislative liaison on the congressional redistricting project.
