County Judge Sam Biscoe this week made official what he had been casually telling people for months: He won’t seek a fifth term in 2014. Biscoe announced his intentions at a retirement party for Tax Assessor Nelda Wells Spears. With Biscoe moving out of the picture, elected officials looking for higher ground are seriously weighing their options.
