• Directing the EPA to establish standards for brownfields cleanup that will provide more flexibility than current Superfund standards;
  • Protecting redevelopers from federal liability at brownfields under state programs that meet federal standards;
  • Focusing the efforts of the federal government on developing techniques and new technologies for cleanup;
  • Reforming the Brownfield Cleanup and Revolving Loan Program by cutting red tape and block-granting funds directly to states;
  • Permanently establishing the tax incentive for brownfield cleanup, currently set to expire at the end of 2001;
  • Directing all federal facilities to comply with environmental laws and be held accountable.
