• PACs would be allowed to contribute only $100 to any individual candidate, and accept contributions of no more than $100 each.
  • To participate in Austin elections, statewide PACs would have to form local committees which adhere to the limitations imposed by the amendment (this provision would likely be challenged in the courts).
  • PACs which advertise for or against referenda items could not do so with funds donated by corporations, labor unions, or other associations.

(Despite these limitations, PACs, as long as they did not coordinate with candidates, could organize nonprofit entities to “educate” the public on candidates and issues.)
