Former The Voice contestant Rose Short headlines, with a slew of local R&B and rap acts performing throughout the day. This past year, Soto the Activist has made the 13th Floor his home base on Mondays via Underground Voices’ open mics. This Monday represents a culmination of his local rise since moving to Austin as he celebrates the recent release of his debut full-length, War on Drugs.
