After a much needed breather last week, City Council meets this Thursday, the second to last meeting before a monthlong summer hiatus. After the jump, the Hustle has a rundown of all this meeting's items of note.

City Council agenda highlights for Thursday, June 10, 2010:

Item 4: Authorizing a “competitive sealed proposal” process – a fancy request for proposals – for renovation and construction of a African-American Cultural and Heritage Facility. Using bond money approved in 2006, it's proposed at the historic Dedrick-Hamilton House located on East 11th Street.

Items 5 & 10: Two $22 million contracts – one for a construction manager, another for engineering services – for building Water Treatment Plant No. 4.

Item 13: A $185,000 contract with outside legal team Kelly, Hart & Hallman to execute a contract agreement with the city's Materials Recovery Faculty (MRF) finalist. (see Item 23 for a big hint.)

Item 14: $8,600,000 to the YMCA to build and operate a rec center on Rundberg Lane, as funded from the 2006 bond package.

Item 18: An $81,000 contract with R.W. Beck for the affordability “benchmarking” study of Texas electric rates, required per implementation of the AE's Resource, Generation, and Climate Protection Plan.

Item 23: Selecting staff recommended Allied Waste as the MRF finalist.

Item 29: Putting limits on historic zoning.

Items 44 – 46: 10:30am public briefings on the Waller Creek District Master Plan, the Downtown Bicycle Boulevard Plan, and Social Media Policy for Boards and Commissions.

Item 47: An executive session discussion, per the confusing legal advice of last meeting, "relating to the attorney-client privilege and to communications made during a closed session of the City Council."

Items 50-63: Zoning, including West Austin Neighborhood Group, Windsor Road, the Whisper Valley PUD and more.

What the hell else is happening?

On the city calendar: City Council's Minority- and Women-Owned Business Enterprise & Small Business Committee meets in the Board and Commission room at City Hall, 310 W. Second, 3pm. MBE/WBE goals for Water Treatment Plant No. 4 and the Animal Services shelter are up for discussion.

The Comp Plan Citizens Advisory Task Force is meeting at the Palmer Events Center, 900 Barton Springs, 6pm. They'll receive presentations on the plan's Strategic Mobility Plan, and Watersheds Protection Initiative.

The Planning Commission meets in council chambers at City Hall, 6pm. Some 15 public hearings are on the agenda.

The Urban Transportation Commission meets in City Hall's B&C room at 6pm. Briefings on the proposed transportation/parking Fund for FY 2011 and more are scheduled, along with possible action on a lake crossing at the Seaholm redevelopment.
