Newly back in stock at Waterloo Records, Wet Paint: Vol. 1 offers a four-song split between Matador-kissed locals Dikes of Holland and Norman, Okla., trio the Mean Spirits. "Fast Hands Move Slow" proves a banging garage punk warm-up for the sturm, drang, and scream of "Annabel," while the Okies' twofer, "Overture" and "Is This the Last Love Made?," zings surf, then twangs a funneling roots romance. Dikes' "Into the Ditches" chops more urgent, deliciously dank, while the black metal sentiments of "Church on Fire" knock out a backwoods version of Minneapolis' once brawling Twin/Tone Records imprint. ***
