Fact Checking the Galindo Mailers (UPDATED)

Raise the roof
"Stop the Green Home Tax!" screams an new campaign slogan from Cid Galindo, a run-off candidate for city council place 4.

Galindo's weekend campaign mailer led with this inflammatory headline: "Pay a big tax just to sell your home?" The mailer states his opponent Laura Morrison is "for it" and Galindo is "against it." The only problem: No such municipal tax has ever been proposed.

What's actually going on? A broad-based city task force is meeting to work out a structure for a program that would encourage, and possibly in the future mandate, energy efficiency upgrades to existing homes, as an initiative of the Austin Climate Protection Plan. Council's goals: Reduce needless energy consumption, while lowering monthly homeowner utility bills. Within a few years, the up-front investment would pay for itself, then keep producing homeowner savings. A worthy, in-progress initiative – being sensationalized for campaign grist.

Below are the statements made on the Galindo mailer, and – based on data obtained through city staff – the actual current facts on the program.

Galindo Mailer: "Pay a big tax just to sell your home."

Facts: No tax is proposed, or has ever been considered by the city. Home sellers would not be required to pay for any upgrades. Homeowners would be investing in their own house, not paying monies to the city.

Galindo Mailer: “Every home in Austin would have to pass a city energy efficiency inspection before it can be sold.”

Facts: The task force is considering a voluntary program only, initially. Homes would not have to pass an energy efficiency inspection. Sellers would be required to have an energy audit, and to provide that data to prospective buyers. Homes built in the last decade would be exempt.

Galindo Mailer: “Homeowners could be forced to spend thousands of dollars on new air conditioners and appliances.”

Facts: Expensive items like HVAC units and new windows would not be required. The program would prioritize low-cost improvements such as weather stripping and duct sealing. A spending cap of ½ of 1 percent of the sales price has been proposed ($923 for a median-priced home). A home buyer’s up-front investment would be offset by subsequent utility bill savings. Long-term, the upgrades would provide homeowners with continued monthly savings, reducing the cost of homeownership.

Galindo Mailer: “Waiting for the city to get around to inspecting a home would cost homeowners even more.”

Facts: As directed by city council, the task force is developing a program that would not hold up property closings. City inspections would not be required.

Galindo responded to the Chronicle: "I want everyone to understand the implications of the ideas being discussed and I do not believe there are factual inaccuracies in the materials my campaign sent out."

Just like GWB has Fox News, Laura Morrison has the Austin Chronicle. Your bias is so evident that each subsequent article you publish carries less, and less, credibility.

Excellent article dissecting the Galindo campaign mailer. Cid is the water boy for the Realtors, RECA, public safety unions, and the big money Downtown boys. He is what he is and his latest desperate stunt is what it is. I hope this is the beginning of the end for his political ambitions because he has obviously not been in tune with Austin on many of the issues.

Laura Morrison is nothing more than a Good Ol' Boy that will only help her cronies at various NA's. Her policies keep central Austin suburban, make it expensive, raise the values of her cronies' large lots, and drives more sprawl to the Hill Country. If she were running against a chain-smoking, pooh flinging monkey, I'd still vote for the chain-smoking, pooh flinging monkey.

Funny how campaigns usually reveal the true character of the candidate. Galindo pretends to be a neighborhood supporter but refused to recognize a number of valid petitions presented to him while he was on the planning commission. Now he seems eager to blatently distort Morrison's position and treat Austin voters as if they are idiots. Did he learn nothing from Jennifer's "robo" call disaster?

Finally the pooh flinging monkeys and the friends of the pooh flinging monkeys have an idealogical leader - Cid Galindo -to rally around. When will Cid announce his endorsement by the bugger picking moron lobby? If Laura Morrison can raise the value of my lot, I will gladly sell and contribute to the Hill Country sprawl! Better that than to spend 3 years listening to El Cid lie his way through office.

Shame on you Laura Morrison, Cid is only guilty of sharing the truth!

I have personally been at two candidate forums where Morrison said she would support a point of sale ordinance…let’s not forget she was the vice chair to the McMansion ordinance and the city is having to revisit that…we need city council members that are goal oriented not result driven!!! Kudos to Cid for sharing the truth…he deserves a seat on the council.

This is really a scary fact. That over 90% of the registered voters will let so few of us decide their city taxes, their school taxes, the direction of the police, the administration of roads and utilities is appalling really.

Here is a perfect example of the consequences of not voting. If Laura Morrison (for point of sale) manages to defeat Cid Galindo (against point of sale) in the election going on RIGHT NOW, then it is very likely that an ordinance requiring a permit to sell any home in Austin will be implemented. This will initially be a small new tax. And yes TAX. The cost of all licenses, fees, permits, etc. mandated by governments are taxes. Hence the Boston TEA party. If the cost is estimated a around $900 for a median priced home then lets say this tax will be $1,500 for the average Austin home. But like all taxes it will be reviewed every year and undoubtedly raised. When is the last time any of us heard of a tax going down? If the Federal Government, believes $600 per taxpayer will stimulate the economy, what do you think the result of this new tax will be in a time of slumping home sales? What type of wasteful beauracy will need to be created to administer this tax? What effect will this have on the affordability of homes in Austin? Will this encourage buyers to look just outside of the City Limits of Austin when choosing a home?

All these questions can be set aside simply by using the existing tax systems to encourage and implement energy conservation. This model, imported from California, is not well though out and California should not be a model for Texas. Green is good. Conservation is now a necessity. We are the stewards of our planet. I will support City tax dollars going toward conservation. Let us come together to set measurable goals and pull our immence local brain power to find the very best solution to this problem. I agree with Laura Morrison on many issues, but a new tax is a deal killer. Unless she comes out in opposition to point of sale, I vote for Galindo.



GALINDO HAS AFFORDABLE CONDO FOR SALE - $425,000! The Point Man Jun 05, 2008 - 10:12 am
Cid Galindo's secret shell development company has some condos for sale in a working class East Austin neighborhood. Pretty cheap at $425,000. He probably bought the land at the County Tax sale for pennies on the dollar and then built these condos. They will drive up the property taxes of all the neighbors around them who are working folks, not big development wheeler-dealers like Cid. Pretty bigtime hypocrisy Cid, preaching to us about affordable housing while bulldozing historic East Austin neighborhoods and building monstrosities. Go back to College Station dude, Austin has figured you out.

Well its January 2010, and we have the Energy Conservation Audit and Disclosure ordinance. Thanks Austin City Council! Any homeowner who purchases electricity from Austin Energy and who owns a home more than 10 years old has to have a mandatory energy audit performed for about $300. What a great idea! Well, I think you should pay for it! Katherine Gregor, how about you? Would you pay for my audit? I emailed former Mayor Will Wynn and asked him to pay for my audit (he said it was an "inexpensive audit" in a letter to the Austin Chronicle), but I've not received a response from him. This audit doesn't touch every homeowner, if your home is less than 10 years old, or if you own a condominium than you can use as much electricity as you want! Oh, and if you fail to get an audit, you'll be cited with a Class C misdemeanor and fined up to $2000.John Barksdale (an Austin homeowner)
